Strap fracture may result in the fuel tank contacting the ground. If the fuel tank contacts the ground and develops a leak during driving, there is a potential for fire. All State Ford will inspect the fuel tank straps for cracks, perforation, or separations. Based on the results of the inspection and the availability of fuel tank strap kits, All State Ford will replace any affected straps. |

Ford's supplier shipped switches with a plastic subcomponent that may experience deformation. A multifunction switch with this deformation may become inoperative and result in any combination of the following conditions, which may increase the risk of a crash. Loss of turn signal lights, Loss of brake lights, Loss of tail lights, Loss of hazard lights. In all cases center high mount stop lamp is operational. All State Ford will inspect the multifunction switch for suspect date code and replace the switches. |

Equipped with a 60% second row seat built at the Chicago Assembly Plant from July 15, 2010 through December 13, 2010 | 11-C-15 Certain 2011 Explorer vehicles are equipped with a 2nd row 60% inboard recliner that may not provide the intended seatback strength. In the event of a crash, a seatback that does not provide the required strength increased the risk of injury. Before demonstrating or delivering any of the vehicles involved in this recall, All State Ford is replacing the second row 60% seat inboard recliner. Owner Letters are expected to be mailed the week of February 14, 2011. Owners are encouraged to bring their vehicles in for this replacement. |

Built at the Oakville Assembly Plant from October 25, 2010 through November 3, 2010 | 10-S-14 In some of the affected vehicles, the Body Control Module (BCM) may have a contaminated power circuit board. The contamination may lead to a short circuit which can lead to man different failure modes including potential for a fire. All State Ford will determine if module replacement is required by using the "Read BCM Serial Number" function of IDS. Less than 25% of the affected vehicles will require BCM replacement. If replacement is required, all vehicle key programming will be erased. Be certain to bring all sets of keys with you for this recall inspection.. Owner notification letters will be sent the week of January 10, 2011. |

In the event of a crash, the seatback and head restraint may move rearward further than allowed by FMVSS No. 202a, which may increase the risk of injury. All State Ford will replace the manual recliners for both power and manual seats identified. |

The function of the solenoid regulator is to provide regulated fluid pressure to the shift solenoids. Wear in the solenoid regulator bore causes low clutch pressure and results in transmission slips/harsh shifts. Continued driving with this condition may cause premature wear on the clutches. This may eventually lead to a loss of 4th through 6th gears and ultimately loss of transmission function. |

Built at the Chicago Assembly Plant from September 5, 2006 through September 11, 2006 | 11-S-20 In some of the affected vehicles, the fuel tank may have an improper weld between the plastic fuel tank and the plastic fuel filler inlet device. In the event of a severe rear impact to the vehicle, the weld may not provide the expected strength and could result in a fuel leak. A sufficient fuel leak in the presence of an ignition source may result in a fire. All State Ford will replace the fuel tank in the affected vehicles. |

Built at the Norfolk, Kansas City, or Dearborn Assembly Plant from Job #1 2004 through January 24, 2006 | 11-S-18 On some of the affected vehicles, it may be possible for the clockspring to driver side frontal air bag wire harness to chafe on the horn mounting plate. This may cause the air bag warning lamp to illuminate in the cluster indicating service is required. If the air bag warning lamp is ignored, this chafing may cause the driver side frontal air bag to inadvertently deploy and may result in personal injury. All State Ford will replace the clockspring to driver side frontal air bag wire harness with a service part that incorporates additional chafe protection. |

Built at the Kentucky Truck Plant from May 7, 2007 through June 29, 2009 with certain Continental ContiTrac or Continental ContiTrac TR tires, LT275/70R18 125/122S(Load Range E) | 11-B-24 According to CTA, some of the affected tires may experience uneven wear, vibration, or particularly under conditions of overloading or under inflation in high ambient temperature usage, separation between the belt edges potentially leading to tread detachment. CTA has initiated a voluntary safety recall to replace the affect tires. All State Ford in conjunction with CTA will replace the affected tires that were installed as original equipment. |

Equipped with an Interior Chrome Door Handle - Interior Door Handle Reinforcement | 11-S-15 In some of the affected vehicles, the spring retainer located in the interior side door handle may fracture. If the retainer fractures, the spring could rotate and may cause loss of tension on the door handle. In the event of a side impact crash, a side door handle may unlatch and potentially allow the door to open, increasing the risk of injury to an occupant. Vehicle owners are directed to schedule a service appointment only if any of the interior door handles on their vehicle fail to return to the closed position after activation. All State Ford will replace the affected door handle and a reinforcement to spring retainer will be added when the parts are provided in the 2nd quarter of 2011. Owner letters are expected to be mailed the week of February 7, 2011. |

Ford has determined that in certain high energy frontal impacts with a rigid surface, it may be possible for the fuel tank to sustain damage and leak fuel. This action is being taken to enhance the vehicle performance in these rare types of impacts. A Fuel Tank Stopper Bracket is to be installed on the vehicle frame. |

Equipped with a Manual Transmission | 10-S-12 In some of the affected vehicles, it is possible for the parking brake cable to become disconnected from the right rear actuator during cold weather. Due to right rear actuator orientation, this may occur when the parking brake is released if wet parking brake shoes have frozen in the applied position. Should the right rear parking brake cable become disconnected, the pedal will have extended travel and may not fully apply the parking brake. A manual transmission vehicle parked in neutral without a fully applied parking brake may have unintended movement which may cause a crash. All State Ford will install a new, revised right rear parking brake actuator with the lever pivot oriented at the top. |

10-C-13 On some of the affected vehicles, the headliner pushpin at the B-pillar may not absorb sufficient energy to conform to the requirements specified by Federal Motor Vehicle Safety Standard (FMVSS) No. 201- Occupant Protection in Interior Impact. In the event of a crash, the headliner pushpin in the location may not provide the interior protection intended, increasing the risk of injury. All State Ford will install revised headliner pushpins (one per side) directly above the right and left upper B-pillar trim panels. |

Certain vehicles operated in Corrosion States | 10-S-13 In some of the affected vehicles, the rear axle could potentially fracture when operated in high corrosion areas (where salt is used on the roadways during winter months) for an extended period of time. If the rear axle should completely fracture, vehicle handling may be affected which could increase the risk of crash. All State Ford will clean and inspect the rear axle beam for cracks or perforations (holes) then complete the necessary repairs or replacements to correct the issue. | |||||||||||||||||||||||||
| Supplement Release | 6/24/11 - Affecting 11-S-16 and
10-S-13: Inform dealers that effective July 1,2011 replacement
subframes will be available. Based on availability of replacement
subframes, Ford will no one extend vehicle refund offer to 1999-2003
year Windstar owners. All photos submitted through Digital Imaging
by June 30, 2011 will be reviewed and processed under existing vehicle
refund guidelines. All vehicle refund offers that have been
extended by Ford to the owner through June 30, 2011 must be processed
and completed by July 31, 2011. All photos submitted through
Digital Imaging after June 30, 2011 will be reviewed and processed for
subframe replacement consideration. Digital Imaging will continue
to be used to assess if a vehicle does not pass inspection and requires
a replacement subframe.
5/18/11 - Affecting 11-S-16 and 10-S-13: Inform dealers that performing interim repairs (10S13J and 10S13K) will no longer be authorized for repairs performed after May 23, 2011. Provide dealers with revised service procedures, parts table, and labor operations to reflect the fact that sufficient quantities of all service parts are available. Provide details on rental policy changes and claiming procedures. |
